Alteen

Summary

The Alteen is a collective of localized governments aligned in the common interest of self-sufficiency and growth. The component worlds are recognized as member worlds (a slight misnomer as some are colonies and moons, not planets), and each one is given equal weight within the Alteen's main council. A final swing vote is available if member-parties deadlock, the role fulfilled by the a neutral third-party Mediator trained from Ifus. Many in the collective are hoping Albus will soon join the rest of Barella, but so far the world has held firm in its denial.
The collective worlds and colonies that make up the Alteen Consortium are an economic powerhouse.


Leadership in the Alteen has stayed firm in the drive to remain a non-military power. Instead the member worlds have elected to push forward as a primer economic powerhouse that can exude influence through its technological and industrial arms. This strategy is a more far-reaching and complex policy than simple arms building, relying upon long-term objectives to ensure stability across the member worlds and the outside.

People of Interest

June Kyu Park

The much coveted floating vote of the Alteen is currently held by a seasoned Mediator hailing originally from Luna. June is a quiet man, even by the standards of the Mediators, reserving comment until called upon by the member world representatives of the Alteen. However, he has been an outspoken supporter for the influx of Phirrukup refugees as well as moving to establish a foothold alongside the ISA in the Ucual System.

Structure

Hot Seat

The chairs and committees of the Alteen rotate with time, avoiding messy elections the Alteen itself must only follow a simple schedule that avoids any manipulation or upheavals by its regularity.

Within the Alteen member worlds maintain localized governments and from those elect into place representatives for their world amongst the Alteen council. In session amongst the council members work jointly to examine the impact of events locally as well as abroad. The Alteen then acts to put forward binding resolutions to the member worlds. These resolutions can be simple subsidy and development to full-on embargoes against foreign entities like the current embattled relationship with the Den-Si.

Military

Economic Power

Uninterested in military might the peoples of the Alteen are focused on growth and development of their colonies, as such they do not put much into defense budgeting. However, they are not without their pet programs.

The Alteen have sponsored a sizable military police force to serve as envoy guard, embassy protectorate abroad, and counterbalance to what they view as a pro-ISA Astrum Police Force. This Tin Guard is a skilled and well-outfitted MP force to be reckoned with. The Alteen decided that without having the expense of a full-on fleet and battle-group they best equip their soldiers with the finest equipment, genetic enhancements, and cybernetics money and their own engineers could provide. Their expense has not gone unrewarded as the Tin Guard have had marked success in deployments in the Ucual System.

History

Joint Need

For those people outside of Sol a concern grew over time, one trimmed in finely fitting suits and with large fleets of capable military personnel, the ISA. Powerful, growing, and with an expansionary policy that spoke of a manifest destiny outlook brought to light memories of a time when nation-states fought for dominance on Earth. This thought alongside the growth of the Jovian League and powers in the Chantilas System worried thinkers on Savin and other small worlds in the Barella System enough that they began to organize.

Member Worlds and States of the Alteen



Individual member worlds had and still maintain localized governments, but the need was seen for something more cohesive to pull their resources together. The Alteen began with a series of meetings between Savin leaders and the traders on Ifus.
